How does laser hair removal keep the skin smooth? 

The laser hair removal machine attacks the hair follicle to destroy or damage it. When the follicle is destroyed, hair cannot grow from it. If the follicle is damaged, the hair may grow back, but the hair that is present after getting laser hair removal is lighter and not as thick. When the follicle is destroyed, this means less stubble and shaving rashes. This in turn helps the skin to become smoother!
